I. Meeting Commencement: Joint Efforts by Multiple Parties for Standard Formulation

On March 28, 2026, the Launch Meeting & First Working Meeting of the Group Standard for Overspeed-Protected Viscous Fluid Damper was successfully convened at Hebei Luze New Material Technology Co., Ltd. Hosted and led by Hebei Luze, the meeting was co-organized by four institutions: China Institute of Building Standard Design & Research Co., Ltd., Hengwei Inspection, Testing and Certification (Hebei) Group Co., Ltd., Beijing Guobiao Jian'an New Material Co., Ltd., and Hebei Zhenzhen Zhikong New Material Co., Ltd. Industry leaders, experts and members of the standard drafting committee gathered to map out the formulation of this professional group standard.

Presided over by the Building Industrialization Branch of China Association for Engineering Construction Standardization, the meeting completed a series of agendas including introductions of leaders and experts, welcome remarks by the chief editor unit, and speeches by association leaders. The meeting officially announced the establishment of the drafting committee for the Overspeed-Protected Viscous Fluid Damper standard and interpreted the specifications and requirements for standard compilation.

II. Leading Role: Hebei Luze Leads Standard Formulation

As the lead organizer of this group standard, Hebei Luze New Material Technology Co., Ltd. delivered a detailed report on the standard formulation progress, covering compilation basis, industry background, technical foundation, research scope, task allocation and schedule. The report was highly recognized by all participants.

At the meeting, Hebei Luze clarified its full responsibility for coordinating the entire standard formulation process, including drafting of phased drafts, overall organization and coordination, and verification tests. It will take the lead in compiling core chapters such as terminology definitions and technical requirements, leveraging its profound technical expertise and engineering practice experience in seismic isolation and reduction to ensure the standard is scientific and practical.

The four co-editing units will undertake the compilation of chapters on scope, test methods, inspection rules, packaging and storage respectively based on their respective strengths, forming a professional collaborative team integrating industry, academia, research and application with Hebei Luze.

The drafting group held in-depth discussions on the outline, task division and progress plan, clarifying objectives and implementation paths for each stage to ensure efficient progress. For the first time, this standard will integrate an overspeed protection mechanism into its technical framework, filling the market gap in overload protection technology and enhancing the safety of engineering structures under extreme conditions.

III. Far-Reaching Significance: Boosting High-Quality Industry Development

In response to the National Standardization Development Outline, this standard focuses on solving the problem of damper overload failure in long-span bridges, high-rise buildings and other projects under strong earthquakes and extreme wind loads. It will improve the standard system for seismic isolation and reduction in engineering construction, regulate the design, testing and application of overspeed-protected Viscous Fluid Damper, and drive the industry to upgrade from "functional realization" to "precision protection".

According to the schedule, the draft for comment will be completed in May 2026. After expert seminars and technical reviews, the final draft for approval is expected to be finished in August 2026. The successful launch of this meeting marks the formal start of the formulation of the group standard for Overspeed-Protected Viscous Fluid Damper, laying a solid safety foundation for the high-quality development of China's engineering construction industry.
