EN15129 Clause 4.4 establishes a full-lifecycle management chain for seismic devices, encompassing five core dimensions: "performance assurance--design redundancy-- operation & maintenance management--modification standardization--documentation traceability". This chain covers the entire lifecycle of seismic devices-spanning design, production, installation, maintenance, and replacement.

All requirements under Clause 4.4 are centered around two key goals: reducing seismic risks and ensuring compliance and traceability. It not only emphasizes the performance reliability of the seismic devices themselves but also focuses on the standardization of post-installation operations, maintenance activities, and device modifications. By integrating these elements, EN15129 Clause 4.4 provides comprehensive compliance guidelines for the engineering application of seismic devices in construction projects.

4.4.1

Reliability of Device Behaviour

1. Devices and their connections to the structure shall meet the reliability requirements specified in Clause 4.2.2 during their service life to reduce uncertainties in seismic design;

2. Device components shall comply with relevant European Standards as defined in the corresponding clauses of this Standard;

3. Material selection and construction techniques shall align with the design requirements of the structure;

4. The mechanical behaviour of devices and their components shall have good reproducibility;

5. The description of mechanical behaviour shall be based on adequate modelling and tests as required in Clause 4.7 and Clause 10;

6. Key mechanical and physical properties shall be assessed through standardized testing procedures;

7. Beyond the design seismic action (including reliability factors), there shall be no immediate risk of catastrophic failure of the device.

1. Component Compliance: Meet European Standards referenced in this Standard;

2. Performance Consistency: Materials and construction techniques shall match the structural design requirements;

3. Testing Basis: Conduct tests in accordance with the procedures specified in Clause 4.7, Clause 10, and corresponding clauses of this Standard.

4.4.2

Capacity Design

1. An over-strength factor shall be applied to the actions transmitted by the device to the connections;

2. The calculation of transmitted actions shall be based on UBDP.

4.4.3 Maintenance

1. Devices and their connections shall be accessible for inspection and maintenance;

2. A periodic inspection and maintenance programme for devices and their connections shall be developed during the project implementation phase.

2. Programme Timing: Complete the development during the project implementation phase.

4.4.4 Modification and Replacement of Devices

1. Modifications to devices and associated components shall comply with the clauses of this Standard; otherwise, such modifications shall not be permitted;

2. Devices used for replacement shall comply with this Standard and the additional requirements originally defined by the owner (unless the owner specifies otherwise at the time of replacement);

3. The inspection and maintenance procedures specified in Clause 4.4.3 shall be updated as necessary.

Device Documentation

1. Specify the device type, performance parameters, and temperature/humidity and other environmental conditions specified for the project;

2. Include details, dimensions, and tolerances related to device installation and their connections to the structure, with reference to this Standard;

3. Cover design verification results, Type Tests, and Factory Production Control test results of the devices used in the project;

4. Mark key considerations for device installation at their location in the structure;

5. Provide a detailed description of inspection and maintenance procedures required in Clause 4.4.3;

6. Describe the procedure for device replacement.
